The data given here is from the Official Register of the United States, as published from 1816 to 1959, when the series ended.  It was known variously as the Biennial Register, since it was originally issued every two years in time for the first meeting of a new Congress, or the Blue Book, since the cover was originally blue.  As originally conceived, the Register listed every officer, employee and contractor of the U.S. Government, with their compensation and some personal information.

The United States Register, in 1794, claimed to be the first published list of government officers.  There were three official lists in 1793, 1802 and 1813, but they were not intended as part of a continuing series.  There were also unofficial registers; we include a few examples.

The Post Office listings in the Official Register are in three broad categories - the General Post Office, in Washington, D.C.; the post offices and postmasters, throughout the country; and the transport system between offices, largely by contractors.  The Auditor's office in the Treasury Dept., and the Bureau of Engraving and Printing, are also included.  From 1879 to 1911, a distinction was made between The Post-Office Department and The Postal Service, on the basis of headquarters or field location.  Lists specific to the Post office appeared in 1790, 1791, etc., and these may be considered preliminary to the Official Register.

The early Registers give each low-level General Post Office employee's function only generally, as clerk, book keeper, messenger, or watchman, and the headquarters organization was largely undifferentiated.  The first specific function is in 1829, two employees "for opening dead letters".  The first separation into divisions and offices was in 1831, and job descriptions became much more detailed.  From 1837 to 1859, the list contains names and no details except at the highest levels.  Offices are again listed from 1861, but the quantity of information varies widely from one edition to the next.

The postmaster compensation data can be used to estimate the size or activity of a post office, though this takes some effort and much faith in the reliability of the data across the years.  If all you need to know is, is this a small office or a large office?, that can be determined with certainty.  From 1841 to 1859, postmaster compensation and post office net proceeds together give the gross income of the office, but for larger offices the compensation of clerks and carriers must also be considered.  Note that the 1843 data is for two years, not one, and others may be for two or three quarters only.  The compensation data for Southern post offices in 1861 extends only for three quarters (to Mar. 31) or to May 31, when the US postal service ended in the Confederate states.

Complete Post Office listings continued until 1911, when their length finally overwhelmed the production of the Register, and they were mostly eliminated.

The Post Office listing eventually became so lengthy and so long delayed that it was published as a second volume from 1879 to 1911.
The volumes from 1907 to 1921 include a lengthy Preface by the Director of the Census, intended to support the Director's repeated requests for revision of the laws governing the Official Register.  Frequent complaints involved
Volume II, with the Post Office data, drew considerable attention, and it was finally agreed in the Act of 22 Oct. 1913 to eliminate Vol. II entirely.  "It was necessary to obtain the names of the employees in the Postal Service by correspondence with each postmaster in the United States, and the accuracy of the returns furnished was in many cases very doubtful.  The task of preparing the volume was of such magnitude that a period of more than six months elapsed between the date to which it related and the date of its publication, and so many changes were made in the service during that time that it was of little value when finally issued." (ref).  It was noted in 1919, "That this very considerable economy is satisfactory to the public is evidenced by the fact that since the discontinuance of the volume no complaint has been received and very few inquiries have been made for the information formerly contained in that section of the Register." (ref).

The Preface in 1913, 1915, 1917 and 1919 ended with recommendations for revisions to reduce the cost and increase the utility of the series; in 1921 it ended with a recommendation to discontinue the series entirely (ref).  The 1923 Register was not published, by order of the chairman of the Joint Committee on Printing (ref), as a cost-saving measure, but it was restarted as an annual in 1925 (ref).  The Official Register survived in its much-reduced form until 1959.

The first glimmers of an automated system of employee records are seen in 1911 (ref), 1913 (ref), and 1915 (ref).

The binding was buckram from 1925 to 1953, then paper from 1954 to 1959.  The retail price had been $1 or less from 1925 to 1945, but then rose from $1.25 in 1946 to $3.00 in 1953.  The retail price was $2.25 in 1954-55, and $2.50 in 1956-59.  The actual production costs from this period are impossible to determine.
